BIO

Gabriel Negretto is professor of Political Science at the Center for Research and Teaching in Economics (CIDE), in Mexico City. His research focuses on comparative constitutional politics, electoral and constitutional change, institutional design, and comparative political institutions, with an emphasis on Latin American cases. He has published numerous academic articles and book chapters on these topics in the United States, Europe, and Latin America. His most recent books are Constitution Building Processes in Latin America (IDEA, forthcoming 2017) and Making Constitutions: Presidents, Parties, and Institutional Choice in Latin America (Cambridge University Press, 2013). Professor Negretto has been consultant to the UN, IDEA International, UNDP, and various national public institutions on institutional design and constitutional and electoral reforms. He has also held visiting appointments at several universities, including the University of Notre Dame, Columbia University, Princeton University, The New School for Social Research, Universidade de Sao Pablo, and Universidad Torcuato Di Tella.

Gabriel Negretto es profesor de Ciencia Política en el Centro de Investigación y Docencia Económica (CIDE), en la Ciudad de México. Su investigación se centra en política constitucional comparada, reforma electoral y constitucional, diseño institucional, e instituciones políticas comparadas, con énfasis en el estudio de América Latina. Ha publicado numerosos artículos y capítulos de libros de carácter académico sobre estos temas en los Estados Unidos, Europa y América Latina. Sus libros más recientes son  Constitution Building Processes in Latin America (IDEA, 2017) y Making Constitutions: Presidents, Parties, and Institutional Choice in Latin America (Cambridge University Press, 2013). El profesor Negretto ha sido consultor de la ONU, IDEA International, PNUD, y varias instituciones públicas nacionales sobre diseño institucional y procesos de reforma electoral y constitucional. También ha tenido nombramientos como profesor e investigador visitante en diversas universidades, incluyendo la Universidad de Notre Dame, la Universidad de Columbia, la Universidad de Princeton, The New School for Social Research, Universidade de Sao Paulo, y la Universidad Torcuato Di Tella.

    I am Ahmet EKİNCİ. I am a researcher assistant on Constitutional Law in Gazi University-Law Faculty. Sir, I am studying abouth presidential decrees and I have read your articles about this topic. However I can’t clearly discern necessity and urgency decrees and president’s emergency powers. Therefore, if you give me an permission, can I ask you some questions?
    Are both of them same? Are urgency decrees are used in the time of emergency periods? I know that to be in force the emergency powers is needed that there must be an emergency situation such as state of siege, war and the president should publicate the emergency period in that situacions. But when president use the urgency decrees, is he publicate an emergency period???
